Sugarloaf CID 2025 Year in Review: Creating Place, Building Value

The activities of Sugarloaf CID continue to transform our busy business, entertainment, culture, and arts district into even more of a regional destination for both Gwinnett and the region. Thanks to the investments of our property owners and partners, the work of the CID simultaneously enhances the sense of place and builds value for our property owners, employees, residents, and visitors. You will find that most of our work is inextricably linked to both “Creating Place” and “Building Value”, so let’s review all the work that we accomplished in 2025 to advance these initiatives.

Creating Place

Places that “wow” the community

The CID installed a 37 ft. tall custom stainless-steel sculpture with bespoke walls and lighting at the corner of Sugarloaf Parkway and the I-85 SB exit ramp.

In partnership with the Gas South District, the CID installed the county’s first-performed thermoplastic crosswalks along Satellite Blvd. at the Gas South District entrance. Gwinnett County relocated and upgraded a nearby bus stop to improve transit connections to the area.

At over 21,000 sq. ft., this two-part mural along the I-85 at Sugarloaf Parkway underpass walls is the largest known mural of its kind. The CID completed the North Wall in July 2024 and the South Wall in October 2025.

Improving connections between places

Several transportation projects the CID has been planning for many years began construction

Gwinnett County added new pedestrian improvements around Sugarloaf Mills to improve walkability.

Gwinnett County began utility work for the Sugarloaf Parkway widening this fall.

Collaborative work to improve place

We kicked off the Sugarloaf Small Area Plan, in partnership with Gwinnett County, to update the 2018 LCI Plan that will identify land use recommendations, identify infrastructure improvements, and opportunities for creative placemaking.

Maintaining a safe place

Flock Cameras

The Sugarloaf CID’s 35 Flock Cameras, integrated into Gwinnett’s Situational Awareness and Crime Response Center, continue to assist Gwinnett PD with quickly catching criminals and recovering property.

Sugarloaf Security Meetings

The CID continues to host quarterly Sugarloaf Security Meetings for entertainment and hospitality properties and businesses, with updates from Gwinnett PD and local partners.

Building Value

Growing the Value of our District

On June 17th, the Gwinnett County Board of Commissioners approved our request to expand the CID by six taxable parcels. The 2025 expansion added $33 million in appraised value to the CID. The addition of these new properties increases the amount of funding the CID can leverage to complete important projects.

Thanks to our partnership with Gwinnett County, this year we saw millions invested in transportation improvements throughout our district.

2025 Project Grant

$21,000 for Satellite Boulevard crosswalks awarded to Hudgens Center in partnership with CID.

Placemaking Grant

Placemaking Grant of $15,000 for North Brown Road crosswalks awarded to CID.

Community-Based Grants

Michael S. Hudgens Fund

$10,000 awarded by Community Foundation for Northeast Georgia on behalf of The Michael S. Hudgens Fund.

Thriving Communities Grant

$10,000 Thriving Communities Grant from Norfolk Southern awarded to Create Gwinnett in partnership with the CID.

Celebrating the Value of CID Investments

Sugarloaf CID’s 5th Annual Property Owner Meeting was held in October at the Westin Atlanta Gwinnett.

Constellation Park

Our community has seen a lot of construction this year, including two new hotels, the Holiday Inn Express & Suites and the Element by Westin, and the Constellation Park mixed-use development.

Gas South Arena renovation announced.

City Express by Marriott Duluth opens in Sugarloaf.

Sugarloaf CID Board Members

2025 elections featured Brian Smith elected as CID Secretary in February; in April, Jerry Queen was elected to Post 1 and Fraser Gough was elected to Post 5. Fraser was also elected to serve as Vice Chairman.

A Look to 2026

We’re excited for 2026 projects and initiatives that will help us commemorate the CID’s decade of Place, Partnership and Progress, including the initial implementation of the wayfinding signage plan, completion of Sugarloaf Small Area Plan update, and coordination with Gwinnett County to advance the Gas South District to Primerica Loop trail spur project.
